Finally extracted the digit, and replied to dvla. 
Emphasized the existing car not a modern build with picture of the original vin number complete with vw end marks

Result now have the registration

Thats good news that you have tracked down a reg number, and as you say, could be bad news for someone else.

My experience with the "powers that be" are that you need to be quite firm with them and stand your ground, but it never hurts to also plant a little seed and let them think that "they" found a solution to the problem. Personally, I would also add a small line on my note to say that a registration number has obviously been issued in error by DVLA to someone else, but that you have no issues with a new registration number being issued rather than trying to retain the old one. They are inundated at the moment and may even see this as a quick and easy way out.

Good advice Dave. My approach to jobsworths is always "I don't suppose it's within your powers to.....?" It often works

Playing "Dumb" is a very good call, but don`t make the assumption that the person on the other end can think outside the box for a solution either.
They have a very strict code of conduct and their limited procedures are hampered by bureaucracy - far easier for them to just say no.

By gently suggesting something, you may trigger a thought of a process that they may actually know how to proceed with in order to help

I had my reg number 'put on hold' a while ago as someone in Nottingham had applied for a logbook for my buggy/ my reg number. It dragged on for a while and I was getting nowhere with emails etc to DVLA so eventually I just sent a V62 off with all my details on and a cheque and bingo, I got my reg number and V5 in my name back. Money talks, or it did then.
