Go for the log book £25 and v62 any one ask's you have the reg! And vin stamped in the chassis and say the id was stolen in the past.... I'm in the same boat I got a rolling chassis with no v5 I hpi it came up with beach buggy with a very nice reg!.. I know the guy I got it from built a manx that he sold..Someone may lose a reg over it. .why me ..

Sounds the way to go

 send the v62 .. The name on the v5 will get a letter and 14 to give why not.. I would add a pic of the vin number and buggy!

Tried an eBay seller and have had no reply so will claim a refund and try again. Could just send off the v62 with just the vin, but would rather go for it with both barrels

The e bay disputes team are pretty useless from personal experience they just drag it out hoping you loose interest. Use the DVLA route they can and do make mistakes on the system it is easily done on computers just a digit out that gets missed or the incorrect interpretation of some peoples handwriting.

Tried another vin check service, chap failed to get any results.
Rechecked on isitknicked.com comes back as blue beach buggy

If it were me, I would go for the log book, especially if you have the chassis available for an inspection if it went that way. If documents came back, in your favour, I would then probably make DVLA aware of the potential problem of a clone out there and get a caseworker on board.

I had a similar issue with a cloned car a Mk1 Golf GTi, but this was actually legitimately cloned. I was aware of this when I bought it off a mate really cheap. It was proven to be a problem on the production line where two cars came down with the same identity, even down to the hand written markers inside the panels where different stages were signed off by the workers. Both cars were registered but in a further error given the same number plate. DVLA were made aware of the problem but did nothing about it. My V5 came back showing 28 owners because nobody wanted either car for long. It only came to a head when the other one got stolen and the Police tuned up at my door to say that they had recovered my car - when I said do you mean that one there? They requested DVLA to revoke the other plate and all was well.

Sure, someone else may lose their reg over it, but in fairness it was probably not legitimate anyway

Have just heard back from dvla
Their is a problem and they want a built up vehicle report, also they want a photo of the vin number.
The photo is no problem, but not to sure about the build up, as all I did was reassemble and paint
Still will fill in what I can and await results

Fill in report as comprehensively as you can. I have had the "insufficient information" response more than once. Good luck, Merry Xmas and all the best for the New Year.   

Re the 'Built up vehicle report' I've always found 'Original- VW' is the best answer for most catagories. Even if parts have been replaced in the past they're still original style aren't they so you're not fibbing.

You're often dealing with a pen pusher who is not necessarily a car guy, and too much information can confuse them.

Richard D's form was about right. As I say, just tell them what they need to know but keep it simple.

You inferred that you bought this as parts with no reg number - Make sure to emphasis the point that you bought this as a previously assembled and roadgoing vehicle from someone that had stripped it down for restoration purposes with a few minor parts lost (inc reg plates) and that you are NOT building this up for the first time - You need to convince them it was previously completed and registered.

If they get whiff that this is an initial build up, then they may throw IVA back at you, so its important to make them aware of the situation.

Do DVLA know that you didn't originally know the reg or had you found the reg by the time you contacted them? If the latter it'd be worth getting plates made (show plates, eBay)  if you've got to send in photos. If it were mine I'd give it a quick roller coat of blue emulsion paint too so it further matches their records, it'd just jet wash off later.
