I have had a lot of trouble with my 1300 not running smoothly and a mate has said that he has heard of a bad rusted fuel tank can cause the fuel to be weakened just wondering if its a myth or it doe's weaken the fuel, I have filters in line.

When you say not running smoothly what do you mean exactly? The only effect a badly rusted fuel tank would have on running would be either A. Fuel everywhere from a hole or B. A lot of brown sludge in the fuel system / carburettor..... either way bad news. I had a lot and I mean a lot of rusty sludge in my tank a while back, so much so that it would block the outlet from the tank and fill the front filter. The only way of clearing was with a tyre inflators attached to the fuel pipe and blow back into the tank. I did eventually take the tank out and cleaned it out which so far has worked ok for me.

If you haven't got sludged up filters then I would be looking elsewhere for the problem... have you tried giving it a tune up / service, plugs points timing valve gaps etc etc ???
Clueless.........

IF the tank was clean when fitted and has always had fuel in since then has rusted internally that suggests that water has got in there

As said above rust would cause visible mechanical blockage.

I found that one of the jets was blocked, cleaned out ran for a short time ok, then when went out for a drive started up tick over ok, then when I drove off, foot down, drove like only on 2 cylinders struggling to pull as if fuel was not getting through, have checked for blockage ok, forgot to mention have electronic ignition, thought about going back to points to see if this was a cause.

Have you got a rusty tank? If so I would start there or it will just keep blocking with crap

Single carb? May be icing up or manifold joint boots leaking.
A fuel filter before the pump will stop and crap getting through and a clear one means you can see what it hascollected.
