I think i'd be looking at a pair of dells or webers for half the 2k for ef or send them off for a rebuild and ultrasonic clean. Sounds like the idle circuit is blocking, fuel hose ok? You can clean then all day and night but if the hose is persisted inside it'll just put more debris in them once fired over. Float heights been checked? Take the pipe off and check flow Vs time see how much it's putting in the carbs? blocked filter? Leaking gasket giving a lean mixture? Probably checked all that but.........

After reading this, i do wonder if disk brakes push the front wheels wider apart and alter the handling? I may be completely wrong as im more familiar with drum brakes all.round on a beetle
I've got disc's all round on mine and it stops on a six pence. I have no issues with wheel track width, locking up or anything else. I have a dual mc and braided hoses all round.
I had standard drums n it with a 1641 in it without issues but when i put a type 4 lump in the back i decided it needed better brakes. I don't have a servo, don't feel it needs one and the brakes are far better than drums, i don't have to adjust them either. Well worth the effort for in my opinion.
If its a new build swb you'll need to IVA it so maybe you look to see what you need to do to pas that.

45's on a stock 1600 is pointless. twin 34's are more suited, dell 36's at best or a pair of the original solex 40's. I had a pair of P40's on a 1641 and it pulled very well
