I just found this on the net, some mini site I think. It was talking about wide wheels and then went on to how authorities deal with this sort of thing etc. The bit at the bottom is the interesting bit....!!

There are none that I'm aware of, legaly tread should be covered when looking down from above but you're allowed some sidewall bulge.
