do my wheels stick out to far and is there a minimal amount that they can stick out ?

I'm sure I read that you shouldn't be able to see any tread out past the arch when looking down from above...

That would help - the suspension is high at the moment, so some negative camber would tuck them in.

Probably best to get the rest of the build together - as that will add some weight, and then set it how you want it.

For some reason I have it in my head that you can have an inch of tread showing? (but Id believe ColGT over me)

Saying that I've been on the road since 09 and never had a problem. But I might have been lucky?.
Besides rules are rule, so best I look into it properly!

Yep, I would say they are sticking out a tad too much. But I've seen worse so as they say, its the luck of the draw and whether the boys in blue aren't happy. I see hot rods with no guards and they seem to get away with it... And of course its always best not to attract too much attention from the authorities 

BUT going by the rear view. Is it right to say you have just trolley jacked it up and then down? Because it does look that way. So yes you will need to sort out the camber. Peter has done a great article how to adjust it (if not on here yet - certainly on the SDBC site). But roll the buggy back and forth a bit and gradually the wheels will go back to their natural position and the tread won't be so visible from above if you get what I mean?

push it forwards with weight in the rear then the suspension will settle down to give you a better idea of how much sticks out when in use.
fitting short axle tubes will bring them in about an 1.5 inches a side but as said I have never heard of folks being given a penalty for tyre protrusion.

The main thing to worry about is whether they will smack into the shell under driving load, sure fire way to crack your wheel arches.

I had a similar problem with 10" rims on the back of mine, and also with the 7" rims currently on the front, I changed over to 8" on the back and probably have close to just over an inch tread overhang all round. I asked the MOT guy and also the local plod, and they both said that whilst "technically" illegal, it was a look and appearence that suited the style of car, and they personally probably wouldn`t tug me for it on its own, but would cetainly comment on it whilst rollocking me for something else.

This is how mine stick out.
10 inch wheels with 275 tyres. They used to stick out more as I have Chevy wheels and used adaptors, but now use Chevy drums so they are in about an inch more now.
