if its notchy steering its most likely ball joint tight. i,ve had to throw away tons of new mahle and others as there too tight finally finding FIRST LINE ones the best (said before) if there tight you get a jump in the steering as you turn the wheel there is resistance against you then all of a sudden it turns and jerks .
when there pressed in if you cant move them by hand freely then there sh... as you have no weight at the front .
as for wheel ballancing one set of steel rims i had need weights half way round the rim i/s and i mean a lot. them chrome steels are absolute crap.
hope you sort it before going mental.
 :)

l dont beleive thats causing the woble , would have expected no play if all is new there.  have you got the correct inner bushes  and outer needle bearings ?  there are different sizes
whats your steering box like, how much steering wheel slack have you got when straight ahead and are all tie rods new.
this is getting silly now and i bet your really pee'd off by now.pitty your not closer.

if you have cooper cobra tyres on the front change them they are crap, scream on steering lock, kumho are best i have found on buggies as there side walls are softer than most and also aid softer ride absolutely no need to remove leaves out of the torsion beam.
after all you,ve changed you must have fitted something wrong the suspension is so simple and works perfect standard.

If like most there studs threaded at both ends and then dome head nuts there a bloody pain. You can find the thread bottoms in the domed but does, t actually tighten the wheels up. Check because I see your rim moving away from the drum

Video, the rim is moving not the arms.
Either wheel bearings loose or nuts not tight on wheels

Deff either tyres or cheap steel Chinese wheels which are massively out of ballance. Take them back to the tyre company

If your like me and like to drive comfortable and not have your knees in your face the shortest buggy i would recommend is a Jas as its only shortened 12" as most others are near on 15" cut.
Get yourself a long wheel base .
