If re-shelled from an existing, then you are indeed correct -

But if "Converted" to a new Buggy in 2006 as implied by the question being asked, then technically (and legally) IVA comes in to play

That correct that’s why I always had cars rebuilt from old properly reged old buggys.
But mark built quite a few buggies the had to be tested to be able to send abroad short and long wheel base.
Wouldn’t want saloon on one though.

Ok another way to look at it imho, if you went to look at a sh..ty £200 Corsa, once you'd got over the smell of McDonald's and schoolgirls, if you found that it was down as a Vauxhall Roadster on the V5C you'd probably give it a wide berth...

Me too, this concept Opel could be a cool little beach runner. Typical GM though, come up with a nice shape and paint it maroon

I think asking Flatlands about what was done at the completion of the build makes sense, but I cannot find them anywhere online, does anyone have any contact details?

The original Flatlands website is no longer in existance having been withdrawn as Mark is no longer providing beach buggies and also stainless tubular parts. I don`t know if he has any remaining buggy parts as stock nor if he remains involved in parts sale. If you google "flatlands
 engineering you will see a "new" website that is currently "under construction".

Persevere if calling Mark by phone. He has never been easy to contact.

Not sure I agree with that - Some people would be prepared to take the risk, and believe me, that Buggy is stunning

Just to add reading through I know of another flatlands buggy incorrectly registered too
