Is the idea you can turn sharper corners or doughnuts by applying just the one side's brake ?

Yes, or if you're stuck in the dirt with a wheel spinning you can lock that wheel and transfer drive to the gripping wheel. They're still popular on off road buggies but most are hydraulic these days.

as I can't imagine using the buggy in the rain.

all ways called them fiddle brakes but unless off roading or auto testing very little use, Davids are fine out of the way but I have seen 3 beetle levers on a long hinge pin with the outer 2 bent out.
